They can't leave it alone. L. Ron Hubbard won't let them. He wrote in his policy letters, "The worst thing to do is nothing."
Katie may have decided that she has the divorce she wanted, she has Suri and she will not be saying or doing anything else against Tom or $cientology. But that's not good enough for $cientology's office of special affairs. They want a signed and witnessed agreement that Katie will not be saying or doing anything else against Tom or $cientology and they will want a significant "or else" in that contract. Even that won't be enough. They will want Katie and Suri watched, reported on and files kept. They have to do that because it's what Ron says.
That's the minimum to expect from them. They may, even now, have some kind of program called Operation Something or Other with objectives to bring Katie under their control and to ensure she doesn't say or do anything against $cientology.

In the organization I was a nobody -- bottom of the org board, lowest of the low. After I had been routed off staff, went home and got a job $cientology had at least three people get jobs where I was working so they could spy on me, and I was, I thought, in good standing at the time. I figured out that they had done that after I finally got "out" of $cientology and recovered some objectivity on the organization.
If they go to those lengths with a former body router, what do you think they'll do with Katie Holmes considering how close she was and is to their number one golden boy?
