FEDERAL HEIGHTS, Colo. (AP) ― Investigators say it now appears a man found dead in an office building where a software company founder also was shot was a homicide victim, not the suspected gunman.

Adams County sheriff's officials say Thomas Ciancio, 22, of Castle Rock and Rex Fowler, 58, were shot in the head Wednesday. County Coroner James Hibbard said Thursday that Ciancio died of multiple gunshot wounds to the head. Fowler is hospitalized.

Hibbard says it appears Ciancio's death was a homicide. Sheriff's spokeswoman Candi Baker says a suspect hasn't been named, but no one else is believed to be involved in the shootings.

Investigators haven't said publicly what they think happened.

Fowler founded Fowler Software Design, where Ciancio was the former chief operating officer. It isn't clear how long ago Ciancio was let go from the company or departed of his own accord.

ADAMS COUNTY - Investigators now say the person they thought was a suspect in a shooting, is actually the victim of a homicide.

The Adams County Sheriff's Office initially called 42-year-old Thomas P. Ciancio of Castle Rock a suspect in the shooting of 58-year-old Rex Fowler at Fowler's business on Wednesday afternoon.

They now say Ciancio was not the gunman.

"The shots received by Mr. Ciancio were in such an area, such a place that anything beyond one gunshot wound, he would not have been able to complete the other two," Adams County Coroner James Hibbard said.

Fowler was still in critical condition on Thursday. He was shot in the head inside Fowler Software Design near 83rd and Delaware Street on Wednesday morning.

The Adams County Coroner says Ciancio was shot several times in the head and they do not appear to be self-inflicted.

Businesses in the area were put on alert when the shooting began Wednesday.

SWAT officers were called in and established a perimeter around where Ciancio was, concerned there could be a standoff situation. They then entered the building and found him dead inside.

Ciancio joined Fowler Software Design in the fall of 2006 as a technology manager, according to a company newsletter. By October 2008, Ciancio had risen to the position of chief operating officer.

Friends say Ciancio and Fowler worked well together.

"I've known Rex and his wife Jan for over 25 years," Alan Baumbach told 9NEWS on Thursday. "Good friend and never one that I would ever think would be involved in something of this nature."

Baumbach employed Fowler's company to produce software over the years and worked for Fowler's company in 2009.

In addition to Fowler, he also knew Ciancio.

"Tom was always one of those individuals that always had a smile on his face, always happy, very cheerful and to have Tom and Rex involved in this situation, again, just shocks me. I can't imagine two people that would be involved in this kind of thing," Baumbach said.

A news release lists Ciancio as a past employee even though he is still listed on the company's answering service.

"There was just police everywhere," Baumbach said. "I sure would like to know what happened."

I've been searching for a job. I'm based in the Denver metro area. I was contacted by Fowler Software Design through my career services profile at a local university. They wanted me to interview for a marketing/sales job.

First of all, everything about this company seems legitimate on the outside- a nice web site- http://www.fowlersoftware.com/, good information.

The interview I had was normal. The company seems legitimate on the surface. It is in a kind of bad neighborhood in Denver. I figured that it was just a 25 year old company that had been in the same location for a while. The interview went as expected for a while- What do you know about marketing, tell us about your experience, etc. The first strange thing- they claim to have 25 employees, and there was about 5 people in the building. It is big enough to possibly house 10 full time employees.

At some point, I went in to meet the "CEO" of Fowler Software. We talked for a few minutes. Then "are you testing today?" I had no idea what the testing was all about. I was informed that I had been given a frequently asked questions packet in an email attachment. Cordially, I apologized for my mistake for having not read this document, which it turns out I never received.

I was then taken back to the "HR" room where a printed document was given to me. "Test" results were strewn about the HR persons desk. The FAQ document details how Fowler Software Design uses L. Ron Hubbard's Management Technology to manage their business. The FAQ goes on to say that "business is booming" at Fowler.

The FAQ eventually says that a personnel, IQ, and aptitude test is to be administered potential employees. The information was vague at best. The word "screening"" was used.

A document was then placed in front of me. I was asked to sign a detailed release form, giving Fowler Software permission to administer a test.

When I asked the HR person to describe the methodology of how the test was administered and the validity of the test she immediately went from friendly and nice to aggravated and defensive. She refused to explain the test. Finally, I asked outright what Fowler Software Design's affiliation is with the Church of Scientology. I asked specifically if the test was a "screening" similar to those administered by scientologists.

She out right denied a connection became more defensive, and then said "You know what, lets call it right here" and stormed out of the room. I left shortly after.


Turns out, Fowler Software is a front for Scientology. They are a member of WISE- the World Institute of Scientology Enterprises. This organization is known for using manipulation and coercion to get employees and clients of WISE businesses to participate in Scientology screenings in order to "increase productivity". The goal is to convert people to scientology.

ADAMS COUNTY - When Charlotte Ciancio first heard reports her brother was the gunman in an office shooting, she could not believe it.


"We were absolutely angry about that. We were," Charlotte Ciancio, sister of 42-year-old Thomas Ciancio, said. "We know Thomas. We know that person they were describing was not our brother."

Wednesday morning, Thomas Ciancio went to Fowler Software Design at 84th Avenue and Delaware Street in Adams County. He had worked for owner Rex Fowler for three years, in his last position he served as his chief operating officer.

But Charlotte Ciancio says her brother wanted to leave the company, partially citing Thomas Ciancio's long commute from Castle Rock.

"Tom had gone to Fowler's to sign some final paperwork and pick up a final check," Charlotte Ciancio said.

She says he was then headed to his son's 7th birthday party.

That is when witnesses say multiple shots rang out. A 911 caller said a disgruntled former employee had shot Fowler resulting in an initial report that Thomas Ciancio may have been the shooter.

The SWAT team arrived and found Thomas Ciancio dead. Fowler was taken to the Denver Health Medical Center with what the sheriff's department described as a "life-threatening" gunshot wound to the head.

Thursday, the Adams County Coroner officially declared Thomas Ciancio a homicide victim who had suffered multiple gunshot wounds to the head. Investigators have not named Fowler as an official suspect, though they did say no one else was involved in the shooting.

As of Thursday, Fowler was still in the hospital in critical condition.

Charlotte Ciancio says family members never heard anything about a dispute with Fowler.

"You know, even if there were a conflict, Thomas would never openly discuss anything negative about another person," Charlotte Ciancio said.

Family members say that is just the kind of guy he was.

"Tom's a good guy," John Ciancio, Thomas Ciancio's brother, said. "He's the best guy you can imagine - very caring, loving, very giving."

The Ciancios say they were confident a thorough investigation will be conducted and the truth about what happened will eventually come out.

"It's very important to us that his memory is preserved and we want his children to hear the right information," Charlotte Ciancio said.
How sad. The victim went to sign some final paperwork, pick up a check and then go to his son's 7th birthday.

Ciancio was the chief operating officer at Fowler's computer company, Fowler Software Design. But he had grown dissatisfied with the way the company was being run and wanted to separate himself from the business, according to Ciancio's family.

Ciancio had arranged to stop by the business Wednesday for his final separation payment. It was his son's seventh birthday, and he was going to use the money to buy a gift.

"I just can't believe this happened," said Ciancio's brother, Charlie. "Tom is one of those guys who just loved everybody."

You seem like a respected, hardworking person and I do not want you to think that I disbelieve what was reported but something does not make sense to me and I would like to ask you if you could confirm to me with a ' yes or no' that you definately saw Rex Fowler in handcuffs as he was led to the ambulance?

I ask because, for the life of me, I cannot figure out why they would do that if they didn't even know there was another victim! Although Tom Ciancio was inside and injured/dead, he was not discovered until they called off the area SWAT search about 2.5 hours later, according to the police information posted in the news.

You can read the discussion if you care to. I post as AnonyMary. You can see that I mention this question there first. It then occurred to me that I should find you on facebook and ask you myself!

Any help on that question would be appreciated. I undertand if you are not able to discuss things.

Hello Mary. My office is right across the street from the crime scene approx. 300 feet away & several people in my building watched the events unfold for the entire 4-5 hours. We first noticed a lot of police cars showing up on the scene. This is not unusual as there is a halfway house right next to the crime scene. The police are there often. Then we noticed that the police were bent over a person laying on the sidwalk. When they finally got him to sit up I could see that the side of his head & the entire front of his shirt were bright red. I realized it had to be blood. Two officers helped the man to his feel & put handcuffs on him. (absolutely positive about this. Heidei McGuire the channel 9 News reporter confirmed it with police & said so on the air.) On the news that night they stated that it is standard police policy to handcuff everybody who is in the building or possibly involved until they can sort out who is the victim & who is the suspect. Next they walked the man a half a block to the ambulance. He was a little wobbly but walked all the way. While this was going on we noticed there was no traffic on 84th street & as more police vehicles were pulling up they were parking sideways to the crime scene building. All the police were looking towards the building & there were a lot of guns drawn, all pointed towards the building. I don't know what "area search" the news people were talking about. There was never any question that the building was where the suspect was. We heard on the radio that there were 2 people shot at one point. So the police were completly focused the entire time on the building where Tom Ciancio was eventually found. We did not witness any "searching the area". The police went to several houses & business's (Burger King & The Vets Clinic) & evacuated the occupents. They told other bussiness's to keep everybody inside that "there is an active shooter". At one point I counted over 22 police cars (marked & unmarked) at least 10 SWAT vehicles & numerous ambulances & fire trucks & over 70 law enforcement personel. Including Snipers right outside our windows. We heard one of the snipers say that he had "a clear shot through all the basement windows". About 3 hours after the whole thing started we heard that Tom Ciancio's sister was in route to the site. Right then the SWAT team came around the corner of 83rd ave. & Elati st. There were about 25 of them marching in formation towards the building in full SWAT dress. It was very impressive. They paused a minute in front of the building before quickly going in. They came out about 20-25 minutes later. We heard on the police scanner website that the suspect was found dead inside.
I hope this clears up your question about the handcuffs. I would be glad to answer any other questions you might have.

Wow! Thank you so much for telling what happened! Have you spoken to the police, the Fowler company or the Ciancio family? Just curious. I won't repeat what you've written here unless you don't mind or you think it might interfere in the investigation. I do suspect you are going to wind up being a witness. From the news reports, the Ciancio family seems to be quite upset about the false statements about Tom and the time it took to find him. I wonder if Tom Ciancio could have been saved within those hours he was left inside.

I only talked to Heidi McGuire from channel 9 News. Well actually others from channel 9 were calling my office as things progressed to find out '''what is happening now" & I talked to them also. My secretary Christy had called channel 9 right after it started to report on it so they had our phone #. Feel free to share everything that I wrote. It's all just the facts. I would be willing to talk to whoever if I can be of any help. (as a side note, I have a friend who's brother graduated High school with Tom Ciancio from Mapleton) I will try to send you pictures of the swat team going in. By the way we did not see Rex come out of the building as the news stated. He was already down on the sidewalk when I looked outside.

CASTLE ROCK, Colo. -- A 42-year old father was celebrated Monday as a "wonderful man".

But investigators looking into the death of Thomas Ciancio at first called him a suspect.

The Adams County coroner has said Ciancio is a homicide victim, shot at least twice in the head Wednesday at his former workplace near 84th Avenue and I-25.


Family and friends met at the New Hope Presbyterian Church at 3737 New Hope Way for a memorial service, followed by a trip to one of Ciancios' favorite hangouts, the Fowl Line sports bar in Castle Rock.

The owner said Ciancio was such a regular, he was greeted much like 'Norm' was hailed when arriving at the bar in "Cheers", the popular sitcom from the 1980s.

"Whether it was relatives or friends it was two tables and laughter and happiness," said Roger Hurst, the bar's owner.

He said Ciancio would come in to watch basketball and football, often ordering chicken wings and French fries.

Hurst said he instantly knew the initial reports from investigators that the man found dead inside Fowler Software Design was the suspect, had to be wrong.

"It didn't fit his M.O. In fact there was a friend that called me to ask about it and I immediately e-mailed her back saying I think they got this reversed. Because it just did not make sense," Hurst said.

The other man shot Wednesday was Rex Fowler, the company's founder.

He's still in critical condition at Denver Health Medical Center with a gunshot wound to the head.

Family members of Ciancio declined to comment about the case or the man himself.

The Sheriff's Office plans to execute search warrants for vehicles at Fowler Software Design, where Tommy Ciancio, 42, was fatally shot Wednesday. Rex Fowler, 58, was still in critical condition Monday at Denver Health Medical Center.

Ciancio, who was chief operating officer at Fowler's computer company, initially was thought to be the gunman. However, the coroner ruled that his death was a homicide.

Sheriff's Capt. Michael McIntosh said the department has requested an interview with Fowler, but his medical condition did not allow that.

Well, that's it then. It's looking prettymuch like Fowler shot Ciancio several times then tried to off himself in a classic "I saw how they do it this way in the movies" style suicide which in reality is not a particularly good way if the angle isn't just right.

If there was a struggle, and the gun went off into Fowler's chin, Fowler would not have been capable of shooting three bullets into the back of the other guy's head. Of course the other guy didn't shoot three bullets into the back of his OWN head. The time line is: Fowler murdered the other guy, and then Fowler shot himself. The other guy looks totally innocent, and the family has a powerful case against Fowler and all his assets.

So, how does a high-OT "pull this in," again?

A more detailed take on that time line:
1. Fowler shoots Ciancio well and truly dead for whatever insane reason. Unknown number of bullets fired but at least 3 bullets hitting Ciancio in the head.
2. He calls 911 with "disgruntled employee" routine (or someone does). Possible newsmedia misinterpretation.
3. The "red mist" clears enough for him to realise that he's not gonna get away with it and stupidly attempts to do the movie/TV style suicide of shooting up through the bottom of the chin (which is remarkably survivable btw) instead of back towards the brain stem. He failed in his last job as a scientologist to drop this body in this lifetime.
4. Either he ran out of bullets for a second go, lost too much function to be able have another go, or he had a sudden re-think (with what's left of his now damaged frontal lobe) about dying like this and subsequently went out into the street to meet the arriving cops.
5. David Miscavige shits his knickers. PR-Flap Viscosity Factor: Runny.

Adams County authorities say they don't expect to complete their investigation into a Dec. 30 shooting at an office building that left one man dead and another man in critical condition until next week.

Thomas Ciancio, 42, the chief operating officer of Fowler Software Design, was shot and killed. Rex Fowler, 58, the founder of the business, was injured with a shot to the head.

Fowler was still at Denver Health Medical Center on Tuesday and was not well enough to talk with investigators.

Owner of software design company improving after office shooting

DENVER - The survivor in an office shooting in Adams County last week is improving in the hospital.

The shooting occurred a week ago at Fowler Software Design Company.

The owner, Rex Fowler has been upgraded to fair condition at Denver Health Medical Center.

Forty-two-year-old Thomas Ciancio died in the shooting. Police say he was the victim.

Investigators have not officially named Fowler as the suspect, but they do say no one else was involved in the shooting.
