I'm not sure if I understand this. I never heard about the Scilon ministers praying in public. In fact, they do not pray at all. They just tell their flock to hold those damn cans.

Many legislatures have paid ministers that open the legislative session with prayer. This isn't a benefit to Scientology, but the other four items definitely relate to CoS.
