Narconon International, based in Los Angeles, is also named in the suit. Attorneys...said (NI was) not responsible for the Norcross clinic’s alleged negligence.

“These two companies are separate corporations,” Narconon International lawyer David Root said. “International does not own, and Georgia is not a subsidiary, or local licensee.”
My comment: If Norcross is paying royalties for trademarks and copyrights, there is a powerful link between the two. Two footnotes from Scientology Organization Charts (the first post is the chart; the second post holds the footnotes):
F1. Association for Better Living and Education owns trademarks of its own name and those of Narconon, Criminon, and Applied Scholastics. Yet all ABLE groups use Hubbard writing, so are under Church of Spiritual Technology. They use the trademark of L. Ron Hubbard's name, so are under Religious Techonology Corporation.

F2. Narconon, International . The IRS deal is with "Narconon Inc, which says on its Form 990 filing, at http://www.xenu-directory.net/documents ... php?ntt=64 , that it is a Woburn, Massachusetts corporation. However, Narconon Int'l, of Los Angeles, also filed a Form 990, at http://www.xenu-directory.net/documents ... php?ntt=25 . It collects the money and gives the orders. Also: ABLE is named in 1993 IRS Closing Agreement (called "'93 IRS deal" in footnotes). Narconon in Norcross accused of fraudulently
trying to bill United Health Care $166,000 for treating 19-year old Emily Morton of Rome, Ga.

Emily’s mother, Mary, wrote a $15,000 check – payment up front and in full – to enroll her daughter in the Narconon program in March, 2012. Her family also signed an agreement with Narconon that stated the complete cost of treatment was $15,000 .

State investigators have raided Narconon Georgia, a Scientology-linked nonprofit rehab program facing numerous complaints.
Channel 2 investigative reporter Jodie Fleischer was there Friday as investigators hauled away nearly two dozen computer hard drives and laptops. There were so many boxes of financial paperwork that authorities rented a U-Haul van to remove them from the Norcross facility.

If there is a pattern of insurance fraud across several states, it may no longer be just a state issue. The Health Insurance Portability and Accountability Act states that "knowingly and willfully" committing fraud in any health care benefit program is a federal crime. The list of federal laws that may have been broken goes on and on. Some of the Narconon victims were federal employees, and their federal health insurance policy covered their stay. Narconon may also have submitted false claims directly to Medicare or the military health care program. Narconon used the federal mail system, telephone lines, etc. etc. Simply doing business in interstate commerce gives the Feds jurisdiction over insurance fraud. If the Feds want to get involved, there are many avenues they can take and under much of Federal law companies can be convicted of crimes.
