Hernando commissioners approve mediated settlement over Narconon expansion plans

BROOKSVILLE — Without comment, Hernando County commissioners on Tuesday accepted a mediated settlement awarding $1.97 million to Narconon, the operator of a Scientology-affiliated drug treatment center in Spring Hill.

It apparently ends the legal fight that erupted when the commission turned down the Suncoast Rehabilitation Center's proposal to expand from 22 to 54 beds in 2009.

But also on Tuesday, commissioners learned from a story in the Tampa Bay Times that, after being turned down by the county, Narconon expanded anyway, renting three properties elsewhere in Spring Hill.

We’re feeling no pity for Hernando County which, Joe Childs reported last night, will end up paying $1.97 million as a result of mediation after being found guilty of discrimination against Scientology’s drug rehab center in Spring Hill, Suncoast Rehabilitation Center.

Get this: The Narconon rehab center is taking the money even though it’s not even sticking around to enjoy its victory, which gave it the legal right to expand its facility in Spring Hill. Instead, another (non-Scientology) rehab network, Maryland-based Rivermend Health, is taking over the place as Suncoast moves down to Clearwater, into a former Baptist church.

Plans to convert the Baptist church into a full-blown rehab center (with saunas for the Scientology Purification Rundown) have already been drawn up, even though the facility has only applied for a “halfway house” license.

Meanwhile, Childs revealed that when it didn’t get its way initially in Hernando County in 2011, Suncoast rented three additional locations for staff and patients, which was a violation of its license.

So let’s add it up. A Narconon center — a business steeped in deceptive practices, as we’ve seen in numerous examples around the country — tries to expand against the wishes of the local county, flouts state law when it doesn’t get its way, then sues the county, wins nearly $2 million, but is now moving to a different place where it will have a license that doesn’t allow the kinds of treatments we all know they’ll keep on doing anyay.

But the local, state, and federal officials in this country are so ignorant about an organization which has been flouting the law and harming people in exactly the same ways, over and over again for more than 60 years, we really find it hard to feel sorry for them.

Hernando County commissioners accepted a mediated settlement on Tuesday that awards $1.97 million to Narconon, the operator of a Scientology-affiliated drug treatment center in Spring Hill, the Tampa Bay Times reports. According to the Times, the settlement ends the legal battle that began when the commission initially turned down plans for the Suncoast Rehabilitation Center to expand in 2009.

Hernando County government poorly served the public with its continued bumbling of a Spring Hill drug treatment facility affiliated with the Church of Scientology. The five-year ordeal ended last week with a nearly $2 million settlement to Narconon Spring Hill Inc. and flummoxed county commissioners wondering how the clinic's operators circumvented the county's own code enforcement to house clients in an unlicensed facility within a residential neighborhood. Hernando residents deserve a county government that is more thoughtful and accountable than this expensive lesson illustrates.
