I presume the council and the library have been harpooned about this?
Love the terrible spelling.

As for this,what does it mean,to 'clear away an alleyway'?

I've spoken to somebody at the library,they don't seem to be aware of the event but they're going to find out and let me know.

I've spoken to somebody,of course the library was not aware of the true nature of the organisation.Apparently the display is no longer up but it is being looked into.I would say there's no need for anybody else to contact the library now but it may be still worth getting in touch with the council.
