There are no next courses as KEW is a self-chosen and self-directed policy that is carried out on an autonomous and individual basis.
Anonymous and the Old Guard have very different and successful expressions of KEW and nowhere formally recognize KEW, nor should they. KEW is just something I created as a concept. I want CoS members to see what KEW looks like when the "homo saps" they deride create a workable Tech and then apply it standardly to improve conditions in life.
Per what LRH taught me in the First International Congress of Dianeticists and Scientologists, I designed KEW to be a wasting of CoS's energy and resources:

LRH did not mean for his instructions to be followed literally. Rather, he was speaking in terms of "mocking up and wasting energy." KEW is designed to waste CoS energy and resources -- central headquarters -- because COB has became focused upon real estate and MEST in general. If Scientologists are really interested in improving conditions, then they will leave CoS. Leaving CoS and not giving it anymore money is KEW.

For too long CoS has wasted people. CoS is quite willing to take thirty years of someone's life and then throw that person away. Having literally wasted that person's life, CoS then attempts to cave them in and shudder them into silence. Alternately, CoS will put them on the endless hamster wheel of A-E and/or paying freeloader debt.
CoS' cavalier attitude of using, harming, and then throwing away people as if they were waste products works only when more new people enroll than are wasted and are thrown away or blow. This happened in the past. Now, however, there are virtually no new recruits in CoS. Nevertheless, DM continues to waste people as if he had an endless supply of people to waste. The notion of SO members as "coins" is brutal and dehumanizing and yet it is how CoS looks at people.
Because CoS and DM are inherently self-destructive, the best people are used up, wasted, and thrown away by offload, SP Declare, Fair Game, legal settlements and gag agreements, etc. This worked prior to the advent of the internet. The internet exposed the pattern.

DM may have $1.5 billion in SO Reserves, but he has a shrinking Cult in the West. Therefore, he is making incursions into the Third World in search of Raw Meat. In the future, the Church of Scientology will be lead by a Third World leader based in a Third World nation. LRH was intuitively correct in seeking a power base in Rhodesia or Corfu. However, he overplayed his hand in both places. As I have argued before, I see post-Castro Cuba as the future home of CoS and the Int Base. The coming Havana Org may be the place to which DM absconds if he can successfully apply the Bulgravia policy.
The future of the Church of Scientology is to become a version of The Jehovah's Witnesses, i.e. largely Third World low income members who are unquestionably subservient to a corrupt American hierarchy. As such, the extravagant prices of CoS will drop as a trade off for expansion in the Third World. The extravagant prices will also drop as a function of CoS's need to survive in the face of declining Western economies and currencies.
CC Int will remain "Scientology Elite" because there is a niche market for Hollywood types and the wealthy who want premium auditing in secret. Tom Cruise will retain his secretive post as Yvonne Jentzsch's de facto replacement. Tom is the goodwill ambassador of CC and the EO to secret Scilon celebs.
