"Switch out" is a file maintenance term, not one that LRH created. It means "out withe old, in with the new", that is, creating a new file on individuals. They are trashing their old files and creating new file folders on individuals, and transferring the vital information from the old files to the new, i.e., name, contact info, and any confidential source derived from an OSA invest, which may be copy of birth certificate, Social Security number and driver's license number.
