What! An! Immense! Bureaucracy!
Well, Hubbard said it himself:
"Remember one thing, we are not running a business, we are running a government." (HCO Secretary WW2 © 1975 L. Ron Hubbard Library)

Something just occurred to me.

If these people are going through everyone's files to put all the papers inside them in chronological order, doesn't that mean they can sit there and read all the ethics reports and kr's and all? Seems like a big invasion of privacy.

Nothing new in the wonderful world <cough> of Scientology.

The building where these videotapes were made.. the Tustin Org.. was sold on 12/2/2011... trying to find out who purchased the dump.

Those are not ethics folders or PC folders. They are central files (CF) folders. Anytime the org sells something and can get the contact information from the purchaser they make a central files folder for that person. You may notice that most of the files in the video are fairly skinny. Most people who are coerced into buying a dianetics book and give their information never bother with $cientology ever again. However $cientology bothers those people forever after. There is a folder for everyone who has ever bought anything from the org.

Those files will reach back to when the Orange County org was a mission back in the seventies and possibly sixties. What you see there represents forty or fifty years of their operation. Most of those files will have one receipt for a dianetics book. In addition to that it will have copies of all letters sent to the person and probably a record of all the mailings that have been sent. In addition to the files there will be a means of addressing an envelope. That used to be done with an addresograph machine. It is probably done with a printer now.

Per the sacred scriptures a central files file is never retired and there are only special conditions under which mail is not sent to a person. One of those is a suppressive person declaration. Another is a lawyer's letter on behalf of the person getting mail. I think a special tag goes on a folder to indicate that but the folder stays in central files.

Ethics folders, staff folders and PC folders are a whole other thing. I don't know, but I suspect their office of special affairs also has folders for enemies of the so called church. I also suspect that they keep folders for a variety of celebrities -- entertainers, politicians, people in leadership positions in a variety of fields and so on.

If you could look in the folders in that video the vast majority of their contents will look something like this.

The mailings sheet may not be in there.

All staff members are required to write letters to people in central files. At least that was the way it was when I was on staff. Let's say you have fifty staff members (dream on you lurking $cientologists) and fifty thousand or more central file folders. It can take a while before a staff member gets to a folder to write a letter. They're supposed to be hand written so the letter would be written with carbon paper and a copy made. The copy would go into the folder. Hubbard had policy and audio lectures on writing with reality to people in central files.

Most letters read something like this: I'll give a few examples.

Dear Bob,

I see you bought Dianetics.

What do you think about it?

ARC,
Frank

(Yes, they'll use "ARC" on raw public.)

Dear Bob,

Write to me.

I care about you.

Best,
Suzie

Dear Bob,

How are things going with you?

Yours truly,
Elmer

There is a letters out statistic and in $cientology quantity is more important than quality. For that reason most letters out are short and insipid.

When they do get a letter back from someone then the folder goes to a person on staff posted as a letter registrar. Their job is to develop that person and get them to buy something else. From exchanging communication with sea org letter registrars and seeing the turnover at the org where I was on staff I estimate the average life span of a letter registrar before being replaced is about three months tops. In other words they always end up being "downstat."

The stuff I've described in the posts above may seem pedantic or trivial. I figure the more people know about the kind of things that go on inside the orgs the better equipped they will be to be effective when dealing with people involved with $cientology when the opportunity to deal with them comes up. there's no way of knowing what little detail might free a person's mind sufficiently for them to take another look at what's going on with them with relation to their so called church.

I may deride those people involved in $cientology and I think I do that quite a lot but I think I'm really on their side, not as $cientologists, but as individuals who, I think, would have better lives outside of $cientology rather than in it. I think that's probably a core attitude with most people posting on this message board.

I bought Dianetics in 2002 when I was a student and moved out of my house at the end of the year. I remember getting a couple of letters from them but I didn't really think much of it. Does this mean that for the last 11 years people at that house have been receiving mail addressed to me at that address.

Most likely. You're lucky they didn't get a forwarding address.
