Tom Padgett is in a Madisonville, Kentucky jail as I post. Two years ago he was in a Kentucky jail. Here is a reply I received from Governor Paul E. Patton's office after I sent a letter to Gov. Patton concerning the civil rights abuses in the state of Kentucky in the Padgett case in February, 2001 (see google link below the letter)

Dear Ms Wilson:
Thank you for your recent letter to Governor Patton relating the unfortunate circumstances surrounding the case of Thomas Padgett.
We certainly appreciate and understand your concern and frustration over this matter. However, Governor Patton has no authority over the judicial system nor the authority to intervene in any matter pending before or decided by the Courts. We suggest that the best course of action is for you to consider consulting with private counsel for advice.
Although Governor Patton is concerned about all Kentuckians, please understand the need for him to remain neutral. We have to believe that our judicial system does work and serves the best interest of us all even when the outcome is not exactly as we feel it should be.
I wish there was more we could do for you, but unfortunately this is a matter which will have to be resolved in the courts.

Since neither Tom Padgett or I were Kentuckians, the statement: "Although Governor Patton is concerned about all Kentuckians" seems odd as does the rest of the letter. If judges and/or courts were being used to wrongly incarcerate an innocent person and then releases him in prison clothes miles away from the prison and tells him he had to find his own way back, you would think a governor would be concerned and would have the Attorney General investigate.
