You don't see a distinction between personal and institutionalized
There can be many differences. A plain one is that personal gossip can endure for as long at the individuals involved in it wish to continue it, they are not constrained by external revue, and what action results of the gossip may result without an understanding that gossip played a role in it.
Institutionalized gossip, such as reports collected in writing in furtherance of dispute resolution, have a means of being checked and supressed when unfounded, are constrained in that they can't be absurd when an outsider reviews the gossip being presented, and a clear decision arising from institutional procedures tends to connect the role of any credited gossip with resulting actions in a manner that is itself documented and explains the rationale for the action.
Of course I see a difference then.
