I spoke with the British consulate again two days ago ... a different person from the one with whom I had had initial discussions. This woman had read my letters and accompanying information, and had spoken by phone with the former RPFer(s) whom I had suggested they contact. My sense is that this is now her project.

She asked me: "What are they rehabilitating in the Rehabilitation Project Force?" And I replied: "The people; it is thought reform." I described what the Sea Org is and how the RPF fits within it.

She confirmed what I was initially told, i.e., that their contact with the RPF in Los Angeles had been by phone and that they'd been told the Didcoates are no longer there. I pointed out that there are a number of RPFs ... the Didcoates may well have been transferred to another one ... Sea Org members are very tightly controlled and, if the Didcoates are still in the Sea Org, the church will know exactly where they are at all times.

I suggested that she request written verification of the Didcoates' whereabouts.

As to the other agencies that I contacted, I believe things are in the works but don't want to say more about that now.

Songbird, another request for letters, now to 16 consuls general in California. Now that the RPF Insider has written The State Department with lists of foreigners from 16 countries imprisoned in the LA RPF, it would be good to send a letter to each of the local consuls.
The County of Los Angeles Office of Protocol (Let's call them consular-relations group # 1) keeps an updated list of The Los Angeles Consular Corps including key American groups that interact with the Consuls. I want to contact the county group and three other consular-relations groups:
#2 Regional Dir., Off. of Foreign Missions,U.S. Dept. of State
#3 FBI, Consular Corps Liaison Coordinator
#4 Chief of Protocol, City of Los Angeles

The idea is to send one mailing, with a letter and an addressee list.

The LETTER would list the FPR inmate names by country for all sixteen countries, and commenting that we have already notified the fire dept., the labor depart., and the Employee Housing people.

The ADDRESSEE LIST would be attached, with addresses and phone numbers of:
the sixteen countries's Consul General
the four consular-relations groups,
the LA Fire Dept (again)
the Employee Housing office (again)
Liz Pulliam Weston of the LA Times (again).

Last week a person called "RPF Insider" published on the Internet a letter sent to the State Department listing over 100 foreign nationals trapped and working for $25 a week for ten hours a day, on the second floor, overlooking Catalina St. of the Rehabilitation Project Force at

Typically, these persons have had their passports confiscated, are severely restricted from seeing their families, and are threatened with disconnection from their families if they quit the RPF. Their names are listed below, by country. They are in a penal program for the Sea Org, a branch of the Church of Scientology (CoS). Under threat of excommunication and family disconnection, they have signed away their rights to freedom of movement and are doing hard labor. They are probed for loyalty regularly on lie-detectors; US federal law prohibits employers from forcing lie-detector tests on employees. The Sea Organization will admit that RPF members must run, not walk, between assignments, even if over the age of 60; may not speak unless spoken to; and cannot freely come and go or even see their families on a daily basis.

In October, 2004, I contacted federal and state labor officials about the minimum wage violations, state officials about overcrowded housing, and the LA Fire Department about fire code violations from illegal four-tiered bunk beds, plastic sheets on the windows, and blocked exits. I sent a copy of those letters to Liz Pulliam Weston of the L.A. Times in October.

While the author of the list, the RPF Insider, is unknown and how he got the message out of a high-security situation is a puzzle, a number of ex-Scientologists have read his letter and concluded that the facts on it seem true, and that indeed many of the RPF inmates were foreign nationals.

CoS may initially claim to "not be able to find" these people's whereabouts. However, there are six musters/roll calls a day to track every employee, especially in the RPF, so CoS can easily find any person within a couple of hours. If CoS claims the person has left, it would be worthwhile to get that claim in writing, signed and dated.

I hope that each of our voices can at least get these people the wages and housing they deserve, and perhaps a chance to have a real choice about their situation. For those sharing surnames, it would be advantageous to interview the entire family group so that they may finally have the chance to leave together. If any leave, be prepared to demand the people's passports from CoS.

These one hundred foreign nationals have a right to practice their religion, and in fact they may choose to remain with the Rehabilitation Project Force. I only hope that you can encourage the federal, state and local officials to enforce the laws protecting ALL residents, so that if your own countrymen remain in the RPF, they can do so with dignity, safety and protection of their rights.

Since there are so many consulate stakeholders in this situation, and you work together frequently, I ask that you organize a leader or committee to investigate this situation.

QUOTE: If anyone wants to see MOST of the PAC RPF, be at the backside of the

You will see trucks of all sorts of items being unloaded, and anyone
RUNNING will be an RPFer. They get to wear regular T-Shirts and jeans
and regular running shoes. RPFers ENJOY themselves setting up the
Shrine, so try not to do anything to interrupt this experience, because
the RPFers (which is about 60-90% of the exisiting PAC RPF, will be
involved), are allowed to get a wiff of regular life when they are
bused over from the Complex where they are couped up all year mainly.
Coming over to set up the New year's Event is a welcome experience
really liked by anyone on the PAC RPF. It is about the only perk they
get. They usually show up in TWO shifts a morning and an afternoon
shift, and they will be running around the hall mainly, on the inside,
putting up tables, decorations, signage, lighting all in front of the
Shrine, laying down the yards and yards of astro turf, setting up of
chairs, banners, the heavier work involved in prepping the part of the
Shrine called the "anex". The anex is where some of the after the New
Year's event partying and sales of LRH goods goes on. RPFers can't go
to the event, they can only set it up, and break it down afterwards.
But this time that the RPF gets to help do the setups, believe me, it
is one of the BIG joy moments in the yearly PAC RPFers experience, and
anyone wishing to get a look at some happy RPFers, this little bit of
freedom for them is one happy moment. Be around in the morning to see
them get off the buses on the north side of the Shrine, by the service
backlot parking lot, sometime Monday morning, probably between
7am-10am, they'll start and they'll work till about 3pm, on the 27th.
They may also be there the same time on the morning of the 28th.
I really enjoyed the Shrine New Years Setups, we got Starbucks coffee
and croisants and fake homemade pizzas one year as our chow that day.
Luxury!
Also the day AFTER the event, the 29th. You will similarly see the
RPFers come help do the breakdown. They will probably start the
breakdown though, in the early morning hours, like they'll show up at
the Shrine just after midnight the 28th, in otherwords around 1-2am the
29th, and then work all through the wee hours taking everything down,
and loading everything into trucks. Same area, the back service
parking lot of the Shrine. Again, RPFers love these setups and
breakdowns, so you should see a group of happier than normal RPFers,
getting a minor breath of regular freedom, almost in the real world.
The bus ride to and from the Shrine itself, in some cases, will be the
only glimpse of the outside world some RPFers have seen in a year,
since the last year they got to go to the Shrine to do the previous New
Year's setup and breakdown.

This is a worthwhile nugget to include in letters to the consulates, and I have revised my "Proposed Letter" below. What I need is someone willing to copy to Word on their own computer my "Proposed Letter" (deleting the words "Proposed Letter" and adding your name, address and phone number), and sign the letter. Print 25 copies, and put each in an addressed envelope to one of the 25 groups on the "Proposed Address List" above. The entire mailing will end up costing $9.25 cents.

For a glimpse of most of the Los Angeles RPF, be at the backside of the Shrine Auditorium (east side service parking lot) at 665 W Jefferson Blvd, L.A. On the day BEFORE the 28th, RFP members will unload all sorts of items from trucks. By custom, anyone RUNNING will be an RPFer, although they may stop this rule if there are observers. On the 29th, just after midnight, the RPFers come and work all through the wee hours taking everything down,
and loading everything back onto trucks.

For those sharing surnames, it would be advantageous to interview the entire family group so that they may finally have the chance to leave together. If any leave, be prepared to demand the people's passports from CoS.

These one hundred foreign nationals have a right to practice their religion, and in fact they may choose to remain with the Rehabilitation Project Force. I only hope that you can encourage the federal, state and local officials to enforce the laws protecting ALL residents, so that if your own countrymen remain in the RPF, they can do so with dignity, safety and protection of their rights.

RE: Chuck Beatty's comments about RPF activity at the Shrine Auditorium: When I lived and worked in Hollywood in the late seventies, the Shrine Auditorium was a "union house" - i e, no one not a member of Local #33, IATSE (International Association of Theatrical Stage Employees) would have been permitted to work there, doing any of the things the RPFers reportedly do. Did the CoS buy the Shrine Auditorium and reserve it exclusively for their own use?

I've never heard that CoS bought the Shrine Auditorium. It's a non-religious building, hosting many concerts and events, and CoS would have to pay taxes and look like less of a religion.

Maybe the union rules have changed, or maybe CoS makes the RPF work in the wee hours to sneak past the union.

An update - good news!

First, my apologies, Don Carlo, that I was offline so long ... unusually busy holiday season allowed no time to read or post here. However, I do check messages for the InfoPack Editor once a week faithfully and folks can always reach me there. Now the news.

Following my October letter to the Chief of the Los Angeles Fire Department, I received a letter from Fire Marshal Jimmy Hill, telling me that he had directed an inspection of the RPF and referring me to Captain Michael White, Commander of the Schools, Churches and Institutions Unit, for further communication. I have been in contact with Captain White via phone and letters since October.

There was a delay in the LA fire department’s inspection because they wanted to coordinate with Building & Safety (another agency to which I had written). In December the two agencies made a surprise, joint inspection of Big Blue - Captain White headed the inspection team personally. :)

Per my discussion with Captain White this morning, they found MANY violations of both fire codes and building & safety codes. Citations have been issued and requirements given for correction of these violations. The corrections will require time and, in Cpt. White’s opinion, quite a lot of expense. Big Blue is being given the necessary time, at the end of which inspections will be made to confirm that living and working conditions have been brought up to standard.

I’ve thanked Cpt. White on behalf of all of us who’ve taken an interest in improving living & working conditions for RPFers in Los Angeles. And I will follow up with a thank-you letter to him and to Fire Marshal Hill.

If RPF Insider or someone else with contacts inside the LA RPF can update us on the response inside to these fire & building inspections, that would be much appreciated.

I’ve also heard from the Calif. Department of Housing and Community Development, Division of Codes and Standards, which I wrote in October as well. They have begun an investigation of employee housing code violations at the RPF. The case has been assigned a number, but I’ve been unable to find out whether on-site inspections have as yet been done. I’ve been assigned a contact, a Mr. Li, and will follow up with him. These are govt. bureaucracies, so I expect it could take time.

As reported here previously, the British Consulate in Los Angeles, which I also wrote in October, responded very quickly with phone calls to Alex Meyers, RPF In-Charge, about the Didcoates. They were told that the Didcoates are no longer on the RPF. I've explained to my contact at the Consulate that this may or may not be true, but I don’t believe that they see anything to pursue further at present. I took the opportunity to provide educational materials about cults in general and Scn. in particular to consular staff, who seemed very interested.

I have heard nothing from the other agencies that I wrote, but will follow up a bit more. At the very least, these agencies now have a complaint on file and, when future complaints about working & living conditions for RPFers are made, our letter will be there to support those claims.

The same is true regarding Olska’s contact with the LAPD. We learned (to my considerable surprise) that the dept. is aware of possible/probable abuses within Big Blue and already has a file in place - the materials that Olska provided have strengthened the LAPD's hand so that, when someone does eventually leave the RPF and file a complaint with LAPD, they will have ample grounds to act.

I think that we’ve accomplished quite a bit with this cycle of action, and I’d like to thank Don Carlo, Olska and all others who helped gather information, draft letters, etc.

Don Carlo, I skimmed your posts about contacting consular agencies and I see that the RPF Insider is providing more info. I need a few days to catch up on reading here.....

Songbird, very, very well done. Now maybe other government agencies will take people seriously when they file complaints against scientology.

scientology staff always will tell you that everything is legal and done right when in fact it usually isn't.

These many violations in housing and safety are just the tip of the iceberg.

There are many more abuses being uncovered every day.
